关真全，笔名乐山，1945年生于河北省迁西县，1968年参加工作，2005年退休，副研究馆员。退休前任迁西县文化馆馆长、书记、县美协主席、唐山市美协副主席、河北省农民书画研究会理事、中国农民书画研究会特邀理事。现为中央老干部康乐文化指导中心书画艺委会理事，中国長城书画院、三峽画院特聘画家，马来西亚东方艺术机构签约画家，河北美协会员，唐山美协顾问，国家一级美术师，国礼画家。关真全热心群众文化事业，在职期间，因业绩突出，曾荣获县模范工作者、市劳动摸范和省先进文化工作者称号。在个人美术创作上贴近生活，师古创新。所创作的山水画作品多次参加市、省及全国性展览并获奖。特别值得提出的是，自1986年以来，还多次参加出国展览和书画交流活动，获“新日本美术院第21届新院展优秀奖”、“中俄文化交流贡献奖”和“马来西亚大红花奖”等奖项，，为中外文化交流作出了积极贡献。1986年，《垻上白桦》等8件国画作品参加在日本富山县举办的“河北省书画家代表展示会”。1988年，国画《山溪》参加河北省在日本举办的“国际美展”。1990年，《啊!长城》等三件作品参加“新日本美术院21届新院展”，在日本各地巡迴展出。1993年，《天暂通途》参加在北京举办的“国际中国书画博览会”。2000年，反映以关真全为带头人的迁西县山水画队伍创作话动电视专题片《丹心画迁西》，在央视多个频道向国内外播出。之后，《世界华人周刋》又刋登了“纪念辛亥革命一百周年迁西十人山水画展”的作品和述评。2010年，参加中国书画代表团赴台湾书画交流活动。2011年，参加中国书画代表团赴俄罗斯书画交流活动。2012年，参加中国书画代表团赴马来西亚书画交流活动。2017年，参加“情满一带一路书画名家名作海外巡展”。2021年，应邀参加在北京举办的“第21届世纪大采风年度人物表彰盛典”，被授予“当代艺坛优秀典范人物”称号。

　　Guan Zhenquan, pen name Leshan, was born in Qianxi County, Hebei Province in 1945. He started working in 1968 and retired in 2005 as an associate research librarian. Former Director and Secretary of Qianxi County Cultural Center, Chairman of County Artists Association, Vice Chairman of Tangshan Artists Association, Director of Hebei Farmers Calligraphy and Painting Research Association, and Special Invited Director of China Farmers Calligraphy and Painting Research Association after retirement. I am currently a member of the Calligraphy and Painting Art Committee of the Central Elderly Cadres Leisure Culture Guidance Center, a specially appointed painter of the China Great Wall Calligraphy and Painting Academy and the Three Gorges Painting Academy, a contracted painter of the Malaysian Oriental Art Institute, a member of the Hebei Artists Association, a consultant of the Tangshan Artists Association, a national first-class artist, and a national ritual painter. Guan Zhenquan is enthusiastic about the cultural cause of the masses. During his tenure, due to outstanding performance, he was awarded the titles of County Model Worker, City Labor Model Worker, and Provincial Advanced Cultural Worker. In personal art creation, it is close to life and follows the tradition of innovation. The landscape paintings created have participated in numerous city, provincial, and national exhibitions and won awards. It is worth mentioning that since 1986, he has participated in overseas exhibitions and calligraphy and painting exchange activities multiple times, winning awards such as the "China Russia Cultural Exchange Contribution Award" and the "Malaysia Red Flower Award", making positive contributions to cultural exchanges between China and foreign countries. In 1986, eight traditional Chinese painting works including "White Birch on the Dam" participated in the "Hebei Province Calligraphers and Painters Representative Exhibition" held in Toyama Prefecture, Japan. In 1988, the traditional Chinese painting "Shanxi" participated in the "International Art Exhibition" held in Japan by Hebei Province. In 1990, three works including "Ah! The Great Wall" participated in the 21st New Japan Academy Exhibition and toured across Japan. In 1993, "Tian Qian Tong Tu" participated in the "International Chinese Painting and Calligraphy Expo" held in Beijing. In 2000, the documentary "Dan Xin Hua Qian Xi" created by the Qianxi County landscape painting team led by Guan Zhenquan was broadcasted on multiple CCTV channels both domestically and internationally. Afterwards, the World Chinese Weekly also published works and comments commemorating the 100th anniversary of the Xinhai Revolution at the Ten People Landscape Painting Exhibition in Qianxi. In 2010, participated in the Chinese calligraphy and painting delegation's calligraphy and painting exchange event in Taiwan. In 2011, participated in a Chinese calligraphy and painting delegation to Russia for calligraphy and painting exchange activities. In 2012, participated in a Chinese calligraphy and painting delegation to Malaysia for calligraphy and painting exchange activities. In 2017, he participated in the "Overseas Tour of Famous Painters and Calligraphers along the the Belt and Road". In 2021, I was invited to participate in the "21st Century Grand Harvest Annual Character Commendation Ceremony" held in Beijing and was awarded the title of "Outstanding Model Figure in Contemporary Art".
