辛炳申，一九四三年十二月生于山东潍坊市。

中国民主同盟盟员、山东省优秀盟员。

 并任:中国美术家协会会员，中国硬笔书法协会会员，淮海书法艺术学校导师，山东省商联书画院副院长，世界教科文委专家委员会委员，炎黄书画院执行院长兼秘书长，中国书法协会理事，中国书画家协会理事，中华福寿书画长卷组委会顾问，山东省鸢都义工联合会书画艺术总顾问，慈心服务中心艺术顾问，福文化研究会名誉董事长，孝文化研究会名誉会长，山东省交通职业学院等高校特聘教授，优秀大学生社团潍坊学院求索文学社书画艺术导师，华夏（世界）辛氏宗亲总会副会长，山东辛氏宗亲会首席顾问……。

  从师著名书画家郭兰村，徐培基、徐艺秋、陈寿荣、谭资九，、张镜远、孙立荣等诸名家习书画。一九六二年毕业于工艺美术学校，又以优异成绩考入中国书法家协会高级进修班进京学习，完成学业，成绩优秀。

 其作品多次参展获奖、并赴日本等国书画交流。书画作品并做为国礼，被世界多国家有关部门和领导人珍藏。其优秀作品和名录分别收录在几十部书画名录大典中和在人民日报，人民政协报，中国商报以及美国，日本，非律宾等国有关报纸，书刊和在电视台，扩播电台专题采访播放，出版过分别有马萧萧，姜绍华题写书名的《辛炳申书画》《辛炳申书画锦集》《书画交友，广结善缘》等书藉。

经国家邮政部门审核批准，多次出版素有“国家名片”之誉的纪念邮票，邮册。

有幸应中国教育电视台邀请赴京，多次参加春节文艺晚会。

2019年6月应中国教育电视台等有关单位诚邀赴港，澳，珠海，深圳参加庆祝建国七十周年和澳门回归二十周大型书画交流喜庆活动！

二十世纪六十年代以来，辛炳申院长分别受到；周恩来总理、李先念主席，吴桂贤副总理、姚依林代总理、陈暮华副总理、中央军委刘华清副主席，全国政协副主席王光英、孙守孚等党和国家领导人接见。

Xin Bingshen was born in December 1943 in Weifang City, Shandong Province.

Member of the Chinese Democratic League and outstanding member of Shandong Province.

Xin Bingshen is currently the Dean of Weifang Bohai Painting and Calligraphy Academy.

Served as a member of the China Artists Association, a member of the China Hard Pen Calligraphy Association, a mentor of the Huaihai Calligraphy and Art School, the vice president of the Shandong Federation of Commerce Calligraphy and Painting Academy, a member of the Expert Committee of the World Education, Science and Culture Commission, the Executive Dean and Secretary General of the Yanhuang Calligraphy and Painting Academy, a member of the China Calligraphy Association, a member of the China Calligraphy and Painting Association, a consultant to the organizing committee of the Chinese Fushou Calligraphy and Painting Long Scroll, a general consultant to the calligraphy and painting art of the Shandong Yuandu Volunteer Association, an art consultant to the Charity Service Center, an honorary chairman of the Fu Culture Research Association, an honorary president of the Filial Piety Culture Research Association, a special professor at Shandong Provincial Transportation Vocational College, and other universities. Also served as a calligraphy and painting art mentor for the Weifang Institute of Vice President, Chief Advisor of Shandong Xin Clan Association.

I studied calligraphy and painting under the renowned calligrapher and painter Guo Lancun, as well as other renowned artists such as Xu Peiji, Xu Yiqiu, Chen Shourong, Tan Zijiu, Zhang Jingyuan, and Sun Lirong. In 1962, he graduated from the School of Arts and Crafts and was admitted to the Advanced Training Class of the Chinese Calligraphers Association with excellent grades to study in Beijing. He completed his studies with excellent grades.

His works have won multiple exhibitions and exchanges in calligraphy and painting in countries such as Japan. Calligraphy and painting works, as national gifts, are cherished by relevant departments and leaders of many countries around the world. His outstanding works and list are respectively included in dozens of book and painting lists, as well as in People's Daily, People's Political Consultative Conference, China Business Daily, and relevant newspapers, books, and magazines in the United States, Japan, Africa, and other countries. He has also been featured in special interviews and broadcasts on television and radio stations. He has published books such as "Xin Bingshen's Calligraphy and Painting," "Xin Bingshen's Calligraphy and Painting Collection," and "Making Friends through Calligraphy and Painting, Widely Forming Good Relationships," with titles written by Ma Xiaoxiao and Jiang Shaohua.

After being reviewed and approved by the national postal department, commemorative stamps and albums known as the "national business card" have been published multiple times.

I was fortunate enough to be invited by China Education Television to Beijing and have participated in the Spring Festival cultural and artistic evening performances multiple times.

In June 2019, I was invited by China Education Television and other relevant units to participate in large-scale calligraphy and painting exchange and celebration activities in Hong Kong, Macau, Zhuhai, and Shenzhen to celebrate the 70th anniversary of the founding of the People's Republic of China and the 20th week of Macau's return!

Since the 1960s, Dean Xin Bingshen has received various awards; Premier Zhou Enlai, Chairman Li Xiannian, Vice Premier Wu Guixian, Acting Premier Yao Yilin, Vice Premier Chen Muhua, Vice Chairman Liu Huaqing of the Central Military Commission, Vice Chairmen of the National Committee of the Chinese People's Political Consultative Conference Wang Guangying, Sun Shoufu and other party and state leaders were received.
